Sexual & Reproductive Health Capacity Building (SRH-CB) Program
PHS’ Sexual and Reproductive Health Capacity Building (SRH-CB) Program supports primary care practices and other health care settings to provide patient-centered contraceptive care and ensure access to high-quality services. PHS provides quality improvement coaching, training and technical assistance on contraceptive care best practices, patient-centered care strategies and the Sexual and Reproductive Justice (SRJ) framework, as well as technical solutions to improve billing and revenue cycle management.
Title X
After departing from the Title X Family Planning Program due to the federal government’s 2019 gag rule which prohibited our network from providing comprehensive sexual and reproductive health care services, PHS has rejoined Title X as Grantee under the current and more comprehensive 2021 guidance. The Title X Family Planning Services Grant is the only federal funding source dedicated solely to family planning.
PHS administers federal Title X funding to health centers to support them in providing high-quality and comprehensive family planning and preventive health services for low-income or uninsured community members, regardless of their ability to pay. Title X funded health centers provide crucial family planning services including contraception and preconception counseling, breast and cervical cancer screening, pregnancy testing and counseling, and testing and treatment for sexually transmitted infections including HIV. PHS has administered funding for over 40 years to New York City-based health centers. It currently supports a network of family planning programs at four New York City health centers with a total of seven service sites.
